It’s been figured out with a help of my friend. In fact, it says “Hier uw huisvuil” and it’s a marked spot to leave the rubbish bags on.

This is a nasty one! ๐ Perhaps by now you’ve figured it out, months later, but the reason why you cannot translate this is because there’s a letter missing! The text that was intended to be here, is “HIER UW HUISVUIL” (=household rubbish) but somehow the S fell off. Anyway, what you’re seeing is nothing more and nothing less than a particular part of a street or pavement designated to leave your garbage bags, where they will be collected. ๐
Thanks a lot! This makes sense now. And no, I hadn’t figured it out before you posted the explanation.
